It is planned to begin with a strike by Israel on Iran. Either Iran or China will be provoked into a nuclear response. After a brief nuclear exchange, there will be a ceasefire. 往前回溯，伊拉克战争和非典都发生于2003年。除了SARS外，中东呼吸综合征MERS在2012年在中东出现，在中东和亚洲都有过爆发。再往前1999年南斯拉夫使馆被炸也是很明显的挑衅事件，中国没有武力还击。

对这个计划应该是两种态度，不要以为它是无稽之谈，中国应该对生物武器保持警惕，泄露出计划的人最想提醒的就是中国，很遗憾大部分人觉得他在扯淡，不过决策者似乎还是有数的，所以我们的外交政策除了强烈谴责就是严重抗议。

不是懦弱无能，是不给对方升级成战争的机会。非典也已经给中国上了一课，对此有一定经验，剩下的就是尽量不卷入核战争了。另外知道这个计划也不必因此而恐慌，计划永远赶不上变化，而这个计划已经延后了近十年，中间又增加了许多变数，结果仍是未知数。
